Captain A. J. L. Whyte, who is also Sir C. Clementi's

Aide-de-Camp, is very fer from well and has been

recommended by his medical adviser three months' sick

leave and I propose to grant him twenty-eight days'

sick leave and one month and twelve days' vacation leave all on full pay, which is what he would presumably be

granted if he were a permanent Government official.

I have, by the courtesy of the local military authorities secured the services of an officer of the Royal

Artillery stationed in the Colony to act for Captain

Whyte, to whom I propose to offer half of the Aide-de- Camp's salary. A supplementary vote will probably be

necessary to meet the cost.

At the same time, Sir C. Clementi's Private

Secretary, Mr. B. R. Forster, who remained with me as

Private Secretary, has resigned his post as from 23rd

instant, and has decided to leave Hong Kong for a post

with better prospects elsewhere. He has had no leave

during his two years and eight months service and asks

for leave on his departure on the lines of the leave granted to Captain Steele on his departure last year. I have therefore granted hin four months' leave on full

pey, which is one day less than the vacation leave he

would have been eligible for had he been a permanent

official. The cyphering allowance paid to Mr. Forster

will be available for the acting Private Secretary but it may be necessary to supplement this with further

funds. I await the permission of the Admiralty to

secure the services of a Naval officer who happens to

be temporarily available, and have meanwhile obtained

the service of a member of the University staff who

will be available during the vacation. No member of
